Random Test OTPs in the Dashboard Inbox

Development keys now generate a real random 6-digit code instead of accepting 123456. Copy it from the dashboard Docs inbox and verify with the same API as production — no SMS is sent.

Dashboard Test OTP inbox with copy, expiry, and recent codes
Same 5-minute expiry, 30-second cooldown, and attempt limits as live OTPs
Test keys still skip SMS and do not consume quota
